Renovate Europe is a political communications campaign with the ambition to reduce the energy demand of the EU building stock by 80% by 2050 compared to 2005 levels through legislation and ambitious renovation programmes. This will bring the energy performance of the entire building stock in the EU to an NZEB performance level.
To reach this achievable ambition, REC has the following key objectives:
- Triple the EUs average renovation rate from the current 1% to 3% per year before 2020 and maintain that rate over time
- Ensure that all renovations are deep or staged deep renovations 
- Drive the formulation and implementation of an effective policy and legal framework to ensure that the REC 2050 ambition is met
 Staged deep renovation means the deep renovation of a building that takes place in a series of planned stages, whereby the costs of undertaking a particular stage does not preclude or increase the costs of carrying out subsequent stages.
