Delivering the Energy Performance of Buildings Directive

The revised Energy Performance of Buildings Directive (EPBD) came into force on 28 May 2024. Member States had two years to write it into national law. When the deadline passed on 29 May 2026, none of the 27 had reported full transposition.

The directive sets a goal of a zero-emission building stock by 2050. Getting there depends on national implementation: building codes, the National Building Renovation Plan and the funding behind it. With our national partners, we follow this work country by country. We engage with governments and public authorities and share what is working in other Member States to help them deliver.

The Renovate Europe EPBD Tracker

The tracker shows where each Member State stands in transposing and applying the directive. It is based on research by the Renovate Europe Secretariat and input from our national partners, with information up to 18 September 2026. The assessment is qualitative and does not cover legal compliance.

Policymakers, media and public authorities

What the directive asks of Member States

The tracker covers the directive in six steps.

Map the stock

Energy performance certificates on a common A to G scale, updated calculation methods and a national database of buildings’ energy performance.

Plan the route

A National Building Renovation Plan leading to a zero-emission building stock by 2050, and renovation passports that take owners through a renovation step by step.

Set the standards

Zero-emission new buildings, minimum energy performance standards for the worst non-residential buildings, and a path to cut average energy use in homes.

Activate smart performance

Requirements for technical building systems, building automation and control systems, and indoor environmental quality, together with the smart readiness indicator.

Cut the carbon

Life-cycle carbon calculated for new buildings, no more public subsidies for stand-alone fossil-fuel boilers, and a plan to phase them out by 2040.

Enable delivery

One-stop shops for renovation advice, funding linked to the energy savings achieved, and a skilled workforce able to deliver renovations at the scale needed.

Dec 2026

Final National Building Renovation Plans

Due by 31 December 2026. Each plan should tie the country’s targets to funding and to the capacity to carry out the work.

Jan 2027

Life-cycle carbon roadmaps

National roadmaps to cut the life-cycle global warming potential (GWP) of new buildings.

Jun 2027

Smart readiness indicator

The Commission adopts rules for using the indicator in non-residential buildings with heating, ventilation or air-conditioning systems above 290 kW.

2028

Zero-emission new public buildings

New buildings owned by public bodies must be zero-emission. National thresholds and procurement rules have to be in place first.

2030

All new buildings zero-emission

Also the first deadline for renovating the worst non-residential buildings and for cutting energy use in homes. The next non-residential deadline is 2033.

2040

Fossil-fuel boilers phased out

Member States must show how they will end the use of fossil-fuel boilers.

The Energy Efficiency Directive, including the yearly renovation target for public buildings.

Funding

European Commission: Social Climate Fund

Support for vulnerable households and micro-enterprises from 2026, including building renovation and clean heating.

Carbon pricing

European Commission: ETS2 for buildings and road transport

The new emissions trading system that puts a carbon price on fuels for heating and transport. It pays for the Social Climate Fund.

Letters of formal notice to 19 Member States that missed the 31 December 2025 deadline for their draft National Building Renovation Plan.
