Renovate Europe EPBD Tracker

The revised Energy Performance of Buildings Directive (EPBD) had to be transposed into national law by 29 May 2026. The Renovate Europe EPBD Tracker follows how each EU country is putting it into practice, from building data and renovation plans to standards, financing and skills.

It gives policymakers, public authorities, the media and our partners a clear view of progress, country by country and topic by topic.

Opening on 5 November 2026

We present the Renovate Europe EPBD Tracker at Renovate Europe Day on 5 November, together with a short summary leaflet. The country pages and the comparison by topic open the same day.

Mission

A decarbonised building stock by 2050

What the tracker covers

For each country, the tracker follows six areas of the directive. Every topic explains where things stand, with the main gaps, promising moves and sources. Each country page also sets out what to watch next. The glossary explains the directive’s terms in plain words.

Map the stock

Building databases, the method used to calculate energy performance, and energy performance certificates.

Plan the route

The National Building Renovation Plan and renovation passports.

Set the standards

Zero-emission buildings, minimum energy performance standards for non-residential buildings, and the renovation trajectory for homes.

Activate smart performance

Technical building systems, building automation and control, indoor environmental quality and the smart readiness indicator.

Cut the carbon

Whole-life carbon and the phase-out of fossil fuels in heating and cooling.

Enable delivery

Financing for renovation, one-stop shops, and skills and workforce.

Questions and answers

What is the EPBD?

The Energy Performance of Buildings Directive is the EU law on the energy performance of buildings. The revised version, adopted in 2024, aims for a zero-emission building stock by 2050. It covers national building renovation plans, minimum energy performance standards and the phase-out of fossil-fuel boilers, among other things.

When did EU countries have to transpose it?

By 29 May 2026. On that date, none of the 27 Member States had declared full transposition.

Which parts of the directive does the tracker follow?

It follows 17 topics in six areas. The article of the revised directive (Directive (EU) 2024/1275) that a topic covers is in brackets.

  • Map the stock: building databases (Article 22), the energy performance calculation method (Article 4 and Annex I), energy performance certificates (Articles 19 to 21)
  • Plan the route: national building renovation plans (Article 3 and Annex II), renovation passports (Article 12)
  • Set the standards: zero-emission buildings (Articles 7(1) and 11), minimum energy performance standards for non-residential buildings (Article 9(1)), the renovation trajectory for homes (Article 9(2))
  • Activate smart performance: technical building systems (Article 13), building automation and control (Article 13(9) to (12)), indoor environmental quality (Article 13(4)), the smart readiness indicator (Article 15)
  • Cut the carbon: whole-life carbon (Article 7(2) and (5)), the phase-out of fossil fuels in heating and cooling (Articles 13(7) and 17(15))
  • Enable delivery: financing (Article 17), one-stop shops (Article 18), skills and workforce (Article 17(12))
Who is behind the tracker?

The Renovate Europe Campaign, an initiative of Efficient Buildings Europe. Romane Faure, Project and Policy Officer, leads the work, with contributions from our national partners.

Where does the information come from?

From desk research by the Renovate Europe Secretariat and from our national partners, who follow the work in their own countries. Most topics link straight to the national laws, regulations and official documents behind them, so you can read the original texts yourself. The current evidence runs to 18 September 2026.

How often is the tracker updated?

We update a topic as soon as we learn of a new or revised national measure, such as a law, a decree or an official plan. Every topic on a country page shows the date of its last update. From the first update after the launch, we will also list what changed and when.

Is this a legal compliance check?

No. The tracker gives a qualitative picture of how each country is transposing and putting the directive into practice. Whether a country complies with EU law is for the European Commission to decide.

Who can read the country pages?

Staff of Renovate Europe partner organisations, policymakers, public authorities and journalists, once they have an account. You can ask for one through the request form.

Is access free?

Yes. Accounts are free, and there is no subscription.

Something on a country page is out of date. How do I tell you?

If you have an account, use the “Suggest an update” button at the bottom right of any country page. You can also write to Romane Faure at romane.faure@efficientbuildings.eu. We check every suggestion before we change a page.

Can I quote or reuse the tracker’s content?

Yes, you can quote it, in the press too, as long as you name the Renovate Europe EPBD Tracker as the source. Copying whole country pages or large parts of the tracker, or putting its content into another database, website or tool, is not allowed without our written permission. Please also ask us before reusing the images and icons from the summary leaflet. Our terms and conditions give the details.

How should I cite the tracker?

Renovate Europe EPBD Tracker, renovate-europe.eu/epbd-tracker/, followed by the date the page was last updated. Each country page gives its own citation at the bottom, under “Using this page”.
