Renovate Europe, Climate Strategy & Partners and the Irish Green Building Council (IGBC) are holding a high-level roundtable in Dublin on 4 November, the day before Renovate Europe Day 2026.
Following the adoption of the recast Energy Performance of Buildings Directive (EPBD), Member States must now turn their renovation targets into investment-ready programmes through their National Building Renovation Plans (NBRPs), and households need access to affordable financing for energy renovations. The European Commission’s assessment of the first draft NBRPs found that investment needs and financing strategies still need more work.
Ireland is a particularly relevant example of how public and private finance can be combined, bringing together Irish Government support, EIB/EIF guarantees and commercial lenders. Senior policymakers, financial institutions, industry leaders and experts will discuss the financing on offer in Ireland and other Member States, and how national initiatives, financial institutions and EU-level instruments can work together to mobilise investment at scale.
Particular attention will go to the proposed European Renovation Loan (ERL). By combining EU budget guarantees, European Investment Bank (EIB) financing, national promotional banks, commercial lenders and targeted grant support, the ERL could provide affordable, long-term renovation finance for homeowners, particularly low- and middle-income households. The roundtable will consider how it could build on financing mechanisms that already work, without creating parallel structures.
